Résumé

La Commune est le cadre institutionnel par excellence du développement à la base pour coordonner les initiatives locales et participer à la recherche de solution. La présente recherche contribue à l’analyse des effets socio-économiques des initiatives locales dans le processus de développement de la Commune de Tori-Bossito.

Pour atteindre cet objectif, une démarche méthodologique comportant la recherche documentaire, les travaux de terrain, le traitement des données et l’analyse des résultats grâce au modèle SWOT a été adoptée.

Les résultats montrent que les populations ont une large notion de développement local à travers la participation citoyenne qui se traduit par la vie coopérative constatée et l’existence des associations de développement, des organisations paysannes, des groupements féminins et les effets des initiatives. La présence remarquable de 15 ONG et 2 orphelinats aux actions humanitaires ; de 6 opérateurs économiques qui dynamisent l’économie locale avec les institutions de micro-finances. Grace aux acteurs locaux, 171 groupements de femmes ont bénéficié des appuis techniques et financiers pour la transformation des produits agricoles, le financement de 177 initiatives portées par des jeunes et la prise en charge de 556 enfants sans parents et des enfants dont les parents sont dans les centres de détentions. La Mairie, grâce à ses compétences oeuvre au côté de l’Etat et des partenaires techniques et financiers à la réalisation de 3 projets développement. Pour pérenniser ces initiatives, il est nécessaire que la planification des actions de développement tienne compte du suivi-évaluation afin de permettre la capitalisation des acquis et la domiciliation de l’expertise dans les communautés. Dans l’optique d’une amélioration participative, consciente et durable de conditions de vie des communautés, il urge de redynamiser le lobbying, plaidoyer et la veille citoyenne dans une démarche ascendante de mobilisation des ressources locales dans la mise en oeuvre des projets.

Abstract

The Township is par excellence the institutional setting of the development to the basis to coordinate the local initiatives and to participate in search of solution. The present research contributes to the analysis of the socioeconomic effects of the local initiatives in the process of development of the Township of Tori-Bossito.

To reach this objective, a methodological gait including the documentary research, the works of land, and treatment of the data and the analysis of the results thanks to the SWOT model has been adopted.

The results show that the populations have a large local development notion through the involvement citizen who results in the noted cooperative life and the existence of the development associations, of the organizations farmers, of the feminine groupings and the effects of the initiatives. The presence remarkable of 15 NGO and 2 orphanages to the humanitarian actions; of 6 economic operators that rescheduling the local economy with the institutions of micro-finances. Thanks to the local actors, 171 groupings of women benefitted from the technical and financial supports for the transformation of the agricultural products, the financing of 177 initiatives carried by youngsters and the hold in charge of 556 children without parents and children whose parents are in the centers of detentions. The Town hall, thanks to her appraisals work to the side of the state and the technical and financial partners to the realization of 3 projects development. To perpetuate these initiatives, it is necessary that the scheduling of the actions of development takes into account the follow-up-assessment in order to permit the capitalization of the acquirements and the domiciliation of the appraisal in the communities. In the optics of an improvement participative, conscious and lasting of conditions of life of the communities, him urge of rescheduling the lobbying, advocacy and the eve citizen in an ascending gait of mobilization of the local resources in the setting in work of the projects.
